+1. I don't see the harm in allowing beacon effects. Beacons have a short range and barely buffs what we do now. It is just another vanilla minecraft feature we would be allowing on ecc. In short, how would beacons buff magic tools? They barely would in my opinion.
+1 I don't see why not, especially in the rising worlds. Really the only one that can be "abused" (for lack of better terms) is haste, but at the very worst, just block that one.
+1 would love to be able to use in mining and imagine the jump boost would add fun/more to parkour, as others have said speed would be great at the farm warps.
